Housing units started and delivered in Algeria, wilaya by wilaya, for 2019, 2020 and 2022. 240 observations, all 48 wilayas in each year and each category.

What this adds to the catalogue. Our five real-estate products describe prices — sale, rental, yield. This one describes supply: how many units broke ground and how many were delivered, in each wilaya. It is the variable missing to interpret a tight market, and it is published nowhere else in this form: it lives in the Quarterly Statistical Bulletins, scattered across several pages of a hundred-plus-page bilingual document, between rainfall and insurance statistics.

An exact check on every row. A wilaya's total is the sum of its funding segments — self-build, rural, rent-to-own, social, promotional. On whole counts the equality is strict, with no rounding tolerance: a row that fails it does not enter the file.

A second check, by vote across bulletins. The same years are republished by several successive bulletins. Seven of them give 172,618 units started in 2020; an eighth gives 186,194 — which is exactly the total two others attribute to 2019. This is not a revision but a faulty year label, the same table republished under the wrong vintage. The retained value is the one with the most support, not the most recent bulletin's: these programmes are fixed once the year closes, and the recency rule would side with one isolated bulletin against seven.

Three things are not in the file, and here is why.

The segment breakdown is not published. It serves as a check, but the column headers interleave French and Arabic in fragments — "Promo", "LPP* Autre", "LSP/", "L.V" — whose mapping to columns cannot be established with certainty. Mis-named segments would be worse than absent ones: you could not see the error. The nombre_de_segments column says how many items make up each total, without claiming to name them.

The quarterly tables are not included. They exist and would be more valuable, but their dating is unreliable in the source: the fourth-quarter 2021 bulletin titles one of them "du 1ème trimestre 2020", an ordinal that does not exist. The doubt is not theoretical — summed, a year's four quarters exceed its annual total by half, and the table labelled "fourth quarter" reproduces the annual one exactly, wilaya by wilaya.

Units started in 2019 are missing. Two bulletins publish them, with two different totals and one vote each. No majority separates them, and picking one would be a coin toss on data being sold. 2021 is absent for a simpler reason: no bulletin published it in extractable form.

What the series shows: 238,265 units delivered in 2022, of which 40,862 in the wilaya of Algiers alone, ahead of Oran (11,374) and Annaba (11,212).
